nation’s largest private home builders, Kimball Hill Homes, is heading
downtown; including home construction in cities like Detroit.

The company recently formed a new division to concentrate on
central-city development and also announced plans for four projects —
three in Chicago and one in Detroit — designed in part to shine a
spotlight on the problem of affordable housing.

Fox Creek, the Detroit project, is an attempt to revive a neighborhood
on the city’s Far East Side with up to 4,000 new homes, 50 percent of
them in the affordable category.
