A lot of money is coming to the Windsor-Detroit Tunnel, but it's from Canada. About $10 million loonies will be invested into the tunnel's Canadian plaza, which is on top of a previous $10 million investment.
Excerpt from Crain's Detroit Business:
Ontario's Ministry of Transportation will invest an additional
$10 million, atop a previous $10 million, for improvements at the Windsor-Detroit

introduced in 2002 as a joint federal, provincial and city of Windsor
effort called "Let's Get Windsor-Essex Moving," will spend a total of
$35.5 million on the tunnel plaza by the end of 2012.
