Mayor Kwame Kilpatrick met with City Council to talk about his plans to sell bonds to fund an economic stimulus package and hire 500 police officers.

The mayor said his stimulus plan would build police and fire
stations and set up various funds for neighborhood improvements and
business programs to create jobs. He said he would pay for it by
selling $300 million to $400 million in bonds.
