According to the story:

Philadelphia-based discount retailer plans to open four stores in the
city of Detroit over the next several years, creating as many as 1,000
jobs. Forman Mills Clothing Factory Warehouse expects to open its first Detroit store at Eight Mile and Van Dyke in late March.

Forman Mills decided to invest in Detroit after it discovered a lack of
discount retailers, said spokesman Frederick Marx, a partner at Marx
Layne & Co. in Farmington Hills. “Detroit has been an overlooked
market,” Marx said. “We’re hoping to widen the retail arena and bring
it into underserved areas.”
